Step 1:
Download the Microsoft movie maker software.

Install the movie maker and select the any video that you want to convert to a slow-motion video and then click the “Edit” tab on the video tools panel.
 
Step 3:
On the speed drop down list select the speed how much you want to slow the video.

Step 4:
To save that clip, click Save Movie and select the quality that you want. Give it a name and hit “Save” to save it on your computer.
